Jobs Description/Responsibility: The candidate shall have following responsibilities: • The Applicant is expected to coordinate between Financial Institutions, Investors, Multi-lateral institutes. Transaction Advisers and different Government Departments • Assist the procurement process on behalf of Government of Sindh to hire advisers or to solicit private investment in different projects • Prepare and supervise financial models and project structure for multiple transactions • Prepare procurement and corporate documents including RSOQs, RFQs, RFPs, Concession Agreements, Implementation Agreements, Information Memorandum, Guide-lines et al • Assist the financial close process on infrastructure transactions • Manage the office processes with a perspective that encompasses both the private and public sectors’ point of view • Perform any other tasks as assigned by the Public Private Partnership Unit, Finance Department, Government of Sindh

2. Director, Compliance (01 Post)

Qualification: • Master’s degree or above in relevant discipline (Minimum 2nd Division) of knowledge such as Procurement / Supply Chain Management / Business Management I Law from HEC recognized University/institute Required Skills • Good command of MS Office particularly MS Word Experience: At least 5 years of successful, verifiable and relevant experience as Procurement / Contract compliance Specialist in public sector program / projects or a reputed organization. Jobs Description/Responsibility: The candidate shall have following responsibilities: Monitoring quality of bidding documents and compliance in pursuance to Sindh Public Procurement Regulatory Authority (SPPRA) Rules 2010 amended from time to time and Sindh PPP Act 2010. Regularly assessing the effectiveness of SPPRA Rules and suggest amendments thereto for improvement in matters such as transparency, fairness, and better value for money for the Government. Preparing a checklist of necessary procurement compliances for PPP projects and monitor the same for timely reporting of non-compliances, if any. Conducting in-house training sessions for officers better understanding of procurement and compliances. Performing any other tasks as assigned by the competent authority.

Vetting of project documentation during the feasibility, transaction advisory and implementation stages Coordinate between transaction advisers, Line Departments, Lenders and GoS on the project structuring and documentation Provide Legal opinions and liaison with GoS Law Department, Advisers and Advocate General for the same. Required Skills • Demonstrated aptitude and thorough understanding of Government of Pakistan / Government of Sindh’s environmental regulations and procedures, and contemporary global environmental issues, policies and initiatives. • Sound knowledge and experience of managing safeguard requirements of donor funded projects will be an added advantage. • Good command of MS-Office • Strong interpersonal skills
