Terms of Reference HR & Admin Director: 
The company is looking for a proactive, result-oriented, HR professional as its HR & Admin Director. The candidate required to have strong demonstrated technical skills, leadership, team building, change-management, inter-personal & communication skills, besides the high drive for performance targets on challenging assignments under time pressure.
The HR & Admin director will be responsible to formulate Human Resource Philosophy that will govern the Company’s action with respect to Human Resource Management. He will also respond to frame and implement HR policies developing and reviewing the organizational structure, planning and implementing training system for Human Resource development, developing performance management and appraisal system, reviewing the recruitment and selection methodologies and standards, revising compensation structure, formulating incentive and motivational plans for PITC
i. To lead and manage the Human Resources department and play a key role in facilitating change management ii. To develop and ensure implementation of human resource strategies by establishing departmental accountabilities, talent acquisition, career planning, compensation & benefits, health & welfare benefit, succession planning, recognition & retention, compliance, and employee relations

Terms of Reference for COBOL Billing Data Analyst
1. Background
Power Information Technology Company (PITC) is the leading power sector IT Company in Pakistan. It is mainly involved in all software development activities, including design, development, testing, documentation, implementation, and operation of developed applications. The company is solely responsible for provides software support to ten (10) power distribution companies of Pakistan (DISCOs).
2. Objectives
The main objective of this position is to ensure detailed analysis of data of over 26 million electricity consumers of power distribution companies (DISCOs) and provide a comprehensive approach for producing all necessary reports for DISCOs, MoE (Power Division), Planning Commission, FBR, PTV, Provincial Government, and PEPCO Management.
3. Reporting Requirements
The selected consultant would be responsible to submit reports/recommendations to DG Application Development and CEO (PITC) and required to work in close coordination with the PITC billing team.
4. Responsibilities:  i. To develop and implement an International standard analytical and reporting system in PITC.
ii. The COBOL billing data analyst will review the existing systems of PITC and, if appropriate, will suggest changes for improvement and will help to deploy these changes.
iii. The COBOL Billing Data Analyst will provide comprehensive trainings for all tiers of PITC management on data analysis and reporting techniques. He will be responsible for the establishment of the state of the art reporting
